Explanation- Mahalwari system was implemented in 1822 AD by Halt Mackenzie through Regulation VII. In this system, land revenue was determined on village or mahal level. In this, instead of the zamindar, the village headman was responsible for collecting revenue and paying it to the company.

 In this system, the rate of land revenue was not permanant. For the protection of land revenue, this system was mainly implemented in the Gangetic Valley, Central India, North Western Province and Punjab. This system was applicable to 30 percent of the total land area of British India. It covered all types of lands- village land, forest land, pasture etc.
